Rockstar maps include visible-but-not-playable areas. Distinguishing matters.
Some of what you see in GTA isn't playable. The skybox detail, the offshore islands you can't quite reach, the mountain ranges in the distance. We work through the distinction.
Playable - reachable, walkable. Reachable-but-empty - the back-country edges. Visible-only - skybox, distant ranges, ocean horizons.
Trailers can show all three. Distinguishing requires reading carefully.
Almost certainly some of the visible far-distance is decorative. Most of the trailer content is playable.
