The basics
Vice City is located in southern Leonida (similar to Florida's Miami). The analogue of the Keys is located south of Vice City. The Everglades-style wetlands sit in the centre of the map. The orange groves and countryside towns are located inland and towards the north.
Specific cardinal placements (shifted more west? more east?) haven't been confirmed at a granular level.
