What the drive is going to be

Depart from southern Vice City. Follow the causeway across the bay. Take the bridge route. Jump from island to island. Long stretches over water. You will eventually reach the southernmost island - presumably the Key West stand-in.

Unique enough that it will almost certainly be a streamer set piece.
