Whether flamingos appear in flocks, whether they have ground behaviour visible to the player, and whether they're tied to specific wetland sub-regions are all unconfirmed.

Why flamingos matter as a signal

They are the most cliched animal you can put in a Florida frame. Rockstar including them isn't subtle - it's a deliberate visual hand on the 'this is Florida' table. The same trailer makes the Everglades reference, the Keys reference and the South Beach reference; flamingos belong with them.

The other thing it tells you is that the wildlife system isn't gameplay-only. Flamingos in flight are not a threat to the player. They are scenery animals with proper animation. That bar - scenery wildlife done well - is one Rockstar has hit before, in RDR2 specifically.
