Just Cause has tropical maps that make the closest comparison to GTA 6's Keys and coast-side areas.

What Just Cause did

Large open tropical environments. Gameplay emphasises action over story. Less character-driven than GTA. A different design challenge.

Especially useful as a comparison for tropical-island map design.
