What the 2017 statement said
Single-player modding generally tolerated when it doesn't include copyrighted content, doesn't enable cheating in multiplayer, doesn't include advertising, and doesn't profit directly from modding. Online modding not tolerated.
The statement set boundaries that have held since 2017. It's not a guarantee for GTA 6 but it's the most concrete public position.
How GTA 6 might be different
Larger online component. Possibly tighter integration between single-player and online code paths. Cfx.re acquisition changes the multiplayer-modding picture.
All of these could shift the policy. None of them have been publicly addressed for GTA 6 yet.
