Trailer 2 features storm visuals. It does not feature 'hurricanes' as a named or recurring mechanic. Rockstar has never officially used the term 'hurricane'.
Reasonably believable: moments within the narrative impacted by storms. Less believable, but possible: dynamic hurricanes that happen periodically throughout the game.
